I am a virgin but I have always wanted to lose my virginity to her, and she said she wanted to lose it to me aswell. I don't know if I should ask her to have sex with me just because that is what we both wanted or if I am wanting it because I haven't ever seen another girl naked. I suppose, what I'm asking is...should I ask her to have sex with me? And if so...how???

I know your first reaction to that will be to say it's her personality but think about it carefully. If it's her personality definately, then let her know that you like her in that way, stop getting involved with other girls, get a backbone and ask her out! Then when you're boyfriend-girlfriend you can start thinking about having sex. My boyfriend is two years younger than me and in a few months I will be 16 and legal and he has asked me to have sex with him then. I told him that I wanted to but I needed to wait until he was legal aswell and that I would definately wait for him. I don't know about this girl but she might also think that it is important to be legal first. Goodluck and plz let me know how it goes and if my advice was good!!!
