Tell her that she should make more time for you and less time for him. If she ignores you then you know that there's probably something going on between the girl that you love and the other guy but if she listens to you and changes things then possibly you could start a relationship if you like her so much and she likes you back.

sometimes the more you want someone the more they push you away and want to spend time with other guys...i know from experience (i've done the same) and if things dont work out with this other lad that she spends lots of time with make sure she knows you are always there for her and that might draw you closer together.

 I'm not sure what you mean by loving here, do you mean shes in a relationship with somebody else??
I would avoid making any comparison and just focus on 'selling yourself'. Treat her nice, express your feelings in a subtle way, make her laugh, show her a good time and hopefully you should win through. Don't show you are jealous just focus on pleaseing here.
