 It would be OK for you to just refrain from doing/hoping/wishing oral for her.... and just for the two of you to continue without it......
IF she should ever wish to reconsider.... and have you DO oral for her...... (and understandable desire!)... then hope that she will tell you.... Otherwise, let life go on and enjoy it....

 Is it possible that maybe she has more feelings for you than just friendship? It is clear she wants to please you, this makes me wonder why though, do you think she could see you in a romantic way?
It is difficult for me to say if she will ever open up to you sexually or not. It is clear she is not comfortable with this at the moment whatever her reasons are. Have you tried talking to her about this? Asking her what she wants from this? What she gets from pleasuring you?
