Legalities asides (and don't listen to the male anon poster who said "dont let all these people get to you by talking about rape and stuff" because, it IS "rape and stuff" and unless he's willing to share a jail cell with you, he maybe shouldn't advise you down a path that COULD lead to prison) she's not ready. So, just do like what boys your age have done for decades and take cold showers and jerk off until she is.

F**K them... anyway you just have to be patient I know its hard but if you truly love her then you will be willing to wait. Trust me I have this really beautiful girlfriend who is 3 years younger than me and she is the same way you describe your gf. Just be patient and let her decided when she is ready, talk to her about it but dont make it look like you are trying to pressure her. Tell her how much you respect her and try to explain your true feelings to her.  She's 14, she's not fridged at all but not willing to see her pushy boyfriend go to prison for RAPE of a minor. Even if she says yes her consent doesn't count and you can get arrested.
Worse still you may get her pregnant, and I'm guessing with your selfish attitude towards her you're not going to make a great dad just yet.
So let her grow up and if you want sex, find a girl your own age and let your girlfriend concentrate on passing her GCSEs, and not worrying about babies.
