First off it is not a dumb question, at the end of the day it is happening to you and it is worrying you.
I am glad that you went to your doctors about this, at least they have checked you out and it is good to hear that everything has came back clear therefore you really should try not to worry or stress about it, as if it was something serious your doctor would have detected it.
Usually when your lips turn blue it means that there is a lack of oxygen in the blood, also it could mean that you are simply not warm enough and this is why your lips are going blue as you are cold. Also if you have an infection in your body it can also sometimes be responsible for your lips changing colour. If they get worse or if you get any other symptoms that worry you then head back to your doctor and tell him how worried you are.
