My boyfriend still has pain from an old sex injury, is this normal and can it be fixed?

A female United Kingdom age 36-40, anonymous writes:

My boyfriend suffers from a tight foreskin which causes him discomfort sometimes. I just learned that occasionally his frenulum also becomes very tender for no apparent reason and stings; he says it tore or was damaged to the point of bleeding during sex several years ago and that the random periods of tenderness started after that. It healed but he never spoke to a doctor about it.

Does anyone have any experience with anything like this, or know the cause of the recurring pain and anything that might be done? Is it normal for such an injury's pain to recur after several years? I'm going to suggest he asks the doctor next time he's there but we'd appreciate any opinions or knowledge about this from you all. Thank you.
