Well i feel the same and would really like to give things a go between us" That should be enough to get you talking. Or the not so suttle way send a text simply saying I like/fancy U 2.
As for a first date, well things are expensive these days but it depends how cheap you mean. A nice little pub somewhere is nice for a meal but isnt to formal. Or what about a picnic? You could even cook for him and have a romantic nite in with a bottle wine and a dvd (cheaper than dinner out and cinema) For something a bit more fun you could go bowling. I agree its tough finding something on a budget!
