Especially if he doesn't seem to have any problem opening up sexually with me aside from a little nervousness? We met through the Internet but not while specifically looking for partners, we just started talking, and he had no issue with sending explicit photos after emailing for some time..

Look under 'never had a girlfriend' on these forums, sexual inexperience among men is common.I'm in my 50's and I've never had sexual relations with a woman. I was an only child and stayed at home with my parents until they both died. I've only ever been kissed by three women at Christmas or New Year in pubs or in the street, The last time I got kissed was in about 1985.What is your partner's background? Has he told you why he's never had a girlfriend? That information may help to explain things.

But it does seem unlikely, especially if this man seems confident and you don't see any reason from his personality, looks, religious views, etc. why he shouldn't have had some sort of relationship.
However, there isn't much advantage by claiming that'd he's never been kissed or had sex, if anything its just made you a little wary and suspicious, so if he's lying I can't imagine what he thinks he's gaining from it.
I would be careful and try and gain more information about him, and see if anything else doesn't quite add up.
