It's possible that you have phimosis, dear. A condition where the foreskin cannot be retracted. There are ways to fix it without circumcision! The best thing to do is to go to a doctor and he will advise you on the choices you have. I can't tell you how to handle this since I'm not a doctor :p I have read though that a change in masturbation technique can help. It's also possible that it's a sort of fungi...either way, see your doctor, hon :) and best of luck!
