Well it depends on the circumstance.
If he's "bi" in that he looks at gay porn or thinks he may be attracted to boys, then yes it could be a phase. Same goes if he's kissed someone just to try it.
If he's "come out" to people and has open relationships with boys then it's a lot more certain that he's set for life.
As you say he's young and a lot can change. You'll just have to wait 10 years and find out.
I think the real question is why is it any of your business? And why do you want it to be a phase?
