Is he making a fool of me?

Well right now I just need advice because I'm really confused. I'm only 20 and I feel hung up on this. I was going out with this guy for over a year and then he left to go to uni, it was 2.5 hours away from me and we struggled through the distance to male it work. Then he met a bunch of guys in their 2nd year who do a lot of weed and were all single... They also do ketamine every now and again!!!! Well he broke up with me and he couldn't explain why...then 1 month later we got back together. I'm no angel and caused arguments but he actually seemed different. then he broke up with me again in the summer! He claimed to still love me but then cut off contact so I started seeing someone else. He then met up with me and we've started 'seeing' each other and now I'm at the same uni as him but he's confusing me more than ever. I'm happy with not seeing him as much as before but he says we are an item but aren't going out. he swears this means we are faithful and honest but he rarely texts me and I only see him once a week at most! Am I being made a fool of? He says he doesn't like commitment but he referred to himself as my bf when I wasn't in the room. I dunno what to think anymore. Help!!
