Well. Three year difference when you are 25 is not the same as when you are 16. At 25 nobody can tell the difference. But we all change too much between 13 and 16. And I'm not talking about what other can see or think, but what you two feel as the difference between you.
In my own personal opinion, and not knowing you and him, I would tell you to go on with it. But don't forget that both of you are changing a lot during these years. And girls use to grow up before boys. So keep that in mind to prevent hurting his feelings without wanting to.
