I'm tired of waiting for him to make a decision

I have been seeing this guy for 5 years. I admit the 1st 2 didn't mean much because for 1 we were just friends having fun and secondly he had a gf (who he had been datin since the 10th grade and we are now 26) however she lived in Rhode island. We have been through a lot. As the years progressed he has broken it off with her and I have stressed to him I want a commitment I want more. Keep in mind that we have never been boyfriend n girlfriend. He says he's not ready because he wants to have everything straight before he gets into another relationship which I understand. But @ the same time I told him what I want and that I'm tired of waiting on him to make a decision for Me. He also wants to continue doing the same thnings as over the years because he said we were friends first and how I'm gone just let 5years go like that. I told him that I am going to date whether he likes it or not but he can't seem to get the picture. I still want us to be friends cause I can handle it but he says he can but i think otherwise. Can you please give Me your insight. Thanks in advance.
