However things got difficult, other people got in the way and hes not the most confident person in the world. Which is exactlly why im asking this question. We went out afew nights ago and were in this busy pub, just messing around i was sat on his knee and he kept cuddling me and putting his head on mine and im sure at one point he kept lightly kissing my shoulder. However thats as far as it went....i know he wont take it any further because he seemed abit nervous then and we're going out again soon also with some mates so wodnered if you could give me some tips on how to develop it abit further when this happens again which from last time im sure it will! I myself am really shy so its not easy and i really need some advice on how to make the next move.

Let him take the lead, young lady. That is "his" job at this point, not yours. Of course, I've always enjoyed a woman coming on strong, and they usually had me for awhile - some for months or years. But some guys will quickly lose interest if you remove the "challenge" at an early stage, so all you should do is be your prettiest and act mildly interested. However allow, or rather require him to maintain your interest. Summation: Don't chase guys, but be receptive.
