Then ask him to do something with you.
It doesn't have to be a Huge Major Date, just ask if he'd like to study with you in the library, or sit with you at lunch, or meet at the shopping centre, or something.
My point is, that if YOU don't ask him because you're too shy, and HE doesn't ask you, then nothing's ever going to happen. The omens and portents (that is, the rumours you get from your friend) seem to indicate that he likes you, so what have you got to lose, really?
Be bold, take a step. He'll probably be thrilled to bits to not have to be the one to take a risk! You already know you like him, and there's every indication that the feeling's mutual, so why not?
