writes: I want to build a relationship with this guy at my school (not a love one; he has a girlfriend) so that I'll be able to keep in contact with him in and through college and maybe meet up later in life (and maybe date?). I don't want to seem like a sketch either. Any advice would be appreciated!

Also, I AM trying to start off as friends with him; I wouldn't think of started to build something more until they're done. I'm not evil.

Sounds like you need some self motivation and self confidence. If you just want to start a relationship always be yourself, and when i say that show your true colors. If you don't really show that you want a friendship most likely he won't waste his time. My advice to you is start a converstion with him [ fyi ) DONT BE SHY : ) hope everything works out
