Hey,
I agree with Jadzia 1127. Be friends first, then start hanging out together casually (eg - at a party) then like, meet up somewhere and just hang around the two of you. Really get to know him, he may just fall in love with you. And when you think you're both ready - after a while, not next week! Tell Him! If he runs a mile (which all boys do at first, don't worry) than it's his loss. This doesn't mean of course, he won't think about what you said and then come back!

Try asking him over to help you with homework, or a project. Ask if he wants to attend a future function (dance, party, etc.) with you.
The only thing that changes friend status is time and developing the friendship beyond just friends.
So work your magic and get some time with him.
