Because this guy, I do like him and I have said we can go out another time, so he doesn't think I'm blowing him off. But I'm sure he already must assume I'm not interested because I have said no twice.Would it be desperate to ask him out instead? At least this way I've made the effort and if he wants to see me he can, otherwise it's his loss. No I don't think there would be any thing wrong in asking him out on a date since you busy twice when he asked. It shows that you are interested and didn't "blow him off" when you were busy.
