They've been there my whole life.I'm 15 and never had sex, just confused. I masturbate frequently (1-2 Times a day).Also concerning "down there":I have foreskin, and when I pull it down, there's a small piece of skin that stretches from the shaft to the tip. If I pull it down, it also pulls the head down with it, not painful though.Does anyone know what is up with this all? I'm so confused, and I want to know if they will become an issue in the future.P.S. I wash regularly (daily, when I shower)

The bumps on your penis..... lots of guys have a few tiny pinhead bumps in that region - it's normal. See a doctor if you start getting more, or they get bigger or change colour. But a few tiny bumps is totally normal.
The piece of skin attached to your foreskin - that's normal too. It's called the frenulum. In some guys it looks more pronounced but if it doesn't cause problems then it's nothing to worry about. Some men do have a problem with their frenulum - curvature of the penis, pain when the foreskin is retracted, or not being able to retract the foreskin at all or getting the foreskin trapped in the retracted position (which is very painful)
Since you are not experiencing pain or problems I would surmise that your willy is normal.
