I should have told her my feelings but I didn't. Do I tell her now?

I have a best friend for 4 years now she is the prettiest thing i have ever seen i want to tell her that i love her and that i cant be with out her but its to hard because shes been in a relationship with her boyfriend for nearly 2 and half years. In the beginnnig of their relationship she was talking to me;telling me that she was confused that she liked this other guy. I was giving her advise and everything and at the end of conversation it popped into my mine to ask her this guy was so she described him to me and then i know she was talking about me, but instead of saying something i acted like a idiot and didnt say anything about it. I have regretted saying nothing but now i want to say something to her. Its hard for me because nobody wants me to go out with her because she has been with her boyfreind for a long time. SO what do i do to get her back
