You obviously are more "invested" in the relationship than he is. His telling you he loves you but is not "in love" with you, indicates that. (Besides which, this "I love you but am not in love with you" stuff is a bunch of crap, in my book).
I wouldn't worry about "loving him and wanting to keep him" if I were you. For one, you can't keep him or make him love you if his heart's not in it; and for another, you can do much better......have some dignity and cut your losses!
Yes, I know its upsetting, but you do deserve better!
