We started to text every day and were acting like a couple, practically going out only we hadn kissed. I then decided I wanted to move to England to study and he told me he was gutted, we discussed it and decided nothing could happen even though i wanted it to. before i left we kissed. After that we both would get very jealous of each other and always insisted we were just mates. Every time I'm home we keep going with each other but still insisting we are mates. He knows I feel more for him but he has completely changed since I left, like he is trying to get me to hate him. I know he still has feelings for me but I just don't know what to do? Should I just forget abut him and move on even though I dont want to?

It sounds like he is trying to push you away as he doesn't want to be in a long distance relationship, but does have feelings for you.
Maybe it is worth keeping it casual for now, if you meet a nice guy in England follow your heart. If you can't bare it be honest with him and ask him honestly how he feels.
I have been in a similar situation and I am now married to the girl, neither of us wanted a relationship and tried to push each other away, and one day she told me she loved me, and then we realised we were perfect for each other and gave in to our hearts.
