That's the way it is with me. I can see a naked girl I don't find attractive and have no feelings for her but if she is attractive to mee then I am horny for her.

Hmmm...good question. I'll try to answer in the most scientific way possible as to avoid confusion.
Wiki defines horny as "a slang term for sexual arousal and/or desiring sexual gratification". So basically, being horny means the person is sexually aroused and/or desires sexual gratification - whether through sexual intercourse or masturbation. So in general, being horny has nothing to do with a particular person, it's just a state of being.
However, certain people can bring about certain thoughts which can make the person become horny or become more horny. For instance, a husband who is away on a trip may think about his wife and certain things they do together which can make him horny. Or he can already be horny and begin to think of the things they do together which can make him more horny. So in that instance, yes, a certain person can make a person horny.
The desire for sexual gratification is purely physical as well as a natural, innate desire - it is an animalistic behavior designed for the purpose of continuing the survival of the species. Without sex, we wouldn't be here today. It also happens to be a source of intense pleasure. When you think of it this way, it is possible that the person is horny because they are attracted to the person - but more so because there is a natural desire to want to be physical with that person.
There are other, non-tangible pieces that drive persons to become horny for other people such as love, safety, respect, etc. When a person feels these things, love, safety, affection, respect - they are more than likely to become sexually aroused by that person. So yes it possible.
Remember, there is more to sex than just sex. And to that end, there are many consequences to engaging in sexual acts. Just because you are horny doesn't you have to act on those feelings - it just means you desire sexual gratification - not that you have to HAVE sexual gratification. Being horny is a natural human feeling for men and women.
