I am 16 years old and I am unsure of how to retract my foreskin when my penis is erect or flaccid. like where to pull from etc. When erect I can only get the foreskin to come back about 1cm. If I try to go any further than that it seems to bury itself into the glans. Any help is much appreciated. Thanks

The penis is supposed to retract when you're a child or early teen, but sometimes the head grows and the foreskin doesn't retract, trapping it. Try some massaging and stretching techniques to loosen up the skin around the head, and then slowly retract it. It may hurt the first time, but the foreskin is kind of like the male version of the hymen.
If that doesn't work, a doctor or pharmacist may be able to recommend a steroid cream to help ease the friction. Surgery and circumsion are only A LAST DITCH EFFORT to make the foreskin retractable. There are some people who live normal, happy lives with phimosis.
