Thing is he's really shy and un-confident and he fully admits to that whereas I'm a naturally dominant person. I don't want to come on too strong and scare him off but I'm sick of us beating around the bush! What do I do?

Stop dancing around him, tell him how you feel and take the lead. If that is your natural role and he is shy then it will work out, if it doesn't and you scare him then you are not what he is looking for. Never be afraid to be yourself. Take the lead and see how it goes.

Beating around the bush for what?
If he's shy and you're dominant; either slow your roll or find someone less shy.
If you'll scare him off, that means you're incompatible and not his type. If he sticks around, he doesn't mind that you're the pursuer.
If he's backing away, he may not be that into you.
