I'm worried that she is not who she says she is. I've told my parents but they don't seem bothered and say that we should give him space to grow up (he's 13) so I'm going to talk to him about it but I don't want to seem like the interfering older sister

just so you know what youre describing would probably fall under cyber bullying, which is a crime. talk to him, talk to her, and warn her that what shes doing isnt "harmless".
if it bothers him, then its wrong.

He can block that girl from his FB a/c if he wants. He has to learn how to deal with such unwanted attentions with your help.
Maybe, he is enjoying those attentions from that girl.
It is difficult to say who is actually that girl . It could be a girl ,man or a paedophile as we cannot ascertain the truth .

Family are there to protect each other, he may well think you're interfering but its best he does think that than you don't say anything at all and wish you had later on.
Theres a good chance he won't listen or take any notice but at least you'll know you tried and did your best.
