I don't get to spend as much time with him as I would like due to his job. When we go out everything seems to work seamlessly and he seems to have strong affectionate feelings for me. Do this over a quiet meal, somewhere you can both talk openly. It sounds like you may have a good thing here, so being open about how you feel should'nt be problem.
3 months is long enough to know whether you know someone enough to start a "relationship" with. You need to know his intentions as well as he may not be looking for a relationship, in which case you would be better finding this out now.
