 Well if he keeps looking at you and when u look at him and he smiles back or get all red he totaly likes you. Although some guys are so shy that they won't talk to you or ask you out sometimes you have to do that.
Asking his friend is really good idea. If you know someone close to him ask that guy (it must be a guy, if girl asks him he'll know that you like him so he won't tell the truth about you) and he'll tell him what he really thinks about you.
And if he does not like you,then
it depends how good looking you are. If you look good he'll starts to like you eventualy if you have nice personality.
