Are you two friends? Is there already a level of trust there? If there is, then invite her out to dinner or a nice walk down the beach/river and just tell her how you feel. You could start off by telling her you think she's the most beautiful woman you've ever seen and how would she feel about going on a date. Start off slow and hopefully she feels the same!
