I'm chubby and it's hard for me to flirt or think he might like me. He's so hot he could get any girl he wants.

Your youth leader is a social guy, doing voluntary work, is nice to many people as you said. It doesn't mean that he is flirting with you when he is kind or looking with eye-contact, but it also doesn't mean he is not.
At your age, if somebody is more kind then everage, it's normal that you start to make fantasies about it.
Take it easy and if he is in love with you, he will tell you or take action.
This is my advise, based on my experience. I had in the past many girls working for me, falling in love because I was always very kind to all of them, but some couldn't understand that there are also kind boss's. As result I became cold for a while to the ones who didn't understand till they understood, that I was just kind.
This was just my experience. Your situation might be different, but I advise you to wait, because he will be experience enough to approach you if he has other feelings for you than just being kind like he is to everyone else.
