Maybe you should talk to your sister about it and make sure that her and his brother are okay with you guys dating. Of course, it's not their choice wether you guys date or not but maybe if this boy knows that his brother is fine with you two dating, he might get the idea to date you. He might just be feeling that it might be a bit awkward for you two, considering his brother and your sister are going out. Plus, he might also feel that if you two date, and your sister and his brother were to break up or fight, it might stop you two from dating anymore also. Or he's afraid to ruin his brothers relationship with your sister. Just talk to your sister about it and she might have some good advice also!
