He says he has commitment issues. He does not move on however, why?

alright, so I have this guy and we have been on and off for a year so far, right now we are off and I dont know when we will ever be on again. See the thing is though we still hang out like good friends and everything...it goes more then friends, sometimes we even do other things together. A

Anyway, we still care about each other a lot because he wont move on and I wont move on. He tells me he has commitment issues but yet he still sticks around with me. Then he gets theese random times where he will be super awesome with me, then I get a week where he is like blahh with me.

And sometimes when we do other stuff together, after we are done he acts TOTALLY different with me and its so weird and it's only for the rest of that night or soemthing. please help me, what's wrong with him? is this normal? what should I do? I love him to much to let him go...
