 Age is not important here. If she likes younger men, then so be it.. it's who she likes, but the big concern is that he says he loves his ex and you.. My advice would be to tell him goodbye if he plans to be with his ex. It's not going to work and you shouldn;t be providing him with a backup plan in case his relationship with his ex fails again. That is merely what you are... a backup.. he either wants to be with you or her.. not both.. your best bet is to move on and look for someone that will give you what you deserve, their full attention.

My dear, may I ask why is a woman of 28 is talking on the net to boys that are 10 years younger than herself that live 100 miles away? Grow up, please!!!!!!!!!!!!!!
