He holds eye contact, is he interested?

So if a guy always makes really prolonged eye contact, would you say that it's because he might be interested? There's this guy that I catch looking at me pretty often and we'll hold eye contact for quite a few seconds (usually until I look away). Sometimes we'll just stare at each other, sometimes he'll raise his eyebrows, and sometimes he makes really goofy faces (or fake angry faces) at me to try to make me laugh.
