 I don't think you hit puberty yet, and there's nothing wrong with your penis. You can't judge puberty only on the size of a penis.
The signs of puberty are usually the same for everyone. Change of voice, growth of body hair, acne ...
On the psychological side, self-confidence can be affected. Some people go through a period of confusion in which they seek answers.
If you're not sure if you hit puberty or not, it probably means that you didn't. You'll know once that it happens because usually, for me anyways, you feel different and they'll start to talk about it in school.
