She says she doesn’t want a boyfriend or anything. It does seem like a significant amount of time is spent online chatting; I guess we’re both pretty addicted to Facebook (boring office-type jobs are conducive to such behavior). I suggested we hang out sometime, but she won’t. What’s the deal? How can I sway her? Strategies, girls and guys?

Well it looks like she's not interested in you that way- as more than a friend, maybe she interested in someone else, or she's getting to know someone else.
But since you don't know why she's giving you the cold shoulders in terms of you guys going out on a date or just to hang out. What u could do is ask her -the next time you chat on facebook with her, ask her if she's interested in getting to know you as more than a friend. Or you could find out waht time she goes to lunch and surprise one day by showing up at her lunch spot.
Good luck.

Sometimes, meeting up in person when it's not planned is always better (or, less awkward) than what it would be if it was planned.
Maybe making last minute or casual meetings with her will make her feel more comfortable.
