 It's difficult to tell. You are just going by what other people are saying.
If you are THAT close to her, why don't you just ask her? It doesn't have to be uncomfortably putting her on the spot or anything, but just tell her you've been thinking about having a relationship with her that is more than just friendship and ask her how she feels about that.
