As another person indicated, it does vary from guy to guy. I personally suffer from the safe problem as your boyfriend, in as much as when I am VERY aroused from a lot of foreplay, my semen seems to become "staged" at the "gate" of my prostate, and the prostate gland becomes very swollen, as well as my testicles a bit, and after I had some MAJOR pain and headaches as a result, my younger girlfriend began performing fellatio to extract and swallow all of what was moved up from the arousal...if we could not make love due to it being her menstrual cycle, etc.

Men get erections all the time. On average we get 20 per day! If we had to ejaculate every time we got an erection we'd need balls the size of watermelons...
What your boyfriend means is that he is turned on and would LIKE VERY MUCH to be 'relieved'. But wouldn't we all, after all ;)

When I've been very aroused and nothing has followed I've ached quite badly down there as well, and cumming seems to be the best way to stop it, as otherwise it aches really badly for quite some time. This has happened to me only a few times, but as with everything else everyone is different and it could be a more common occurence with your bf then it is for others.
I would take it as quite a compliment as your bf obviously gets very very aroused by you!
If you don't want to give him a blowjob or sex it may be advisable to give him the ok to relieve himself on such occasions.
