Do I make the first move or wait for him?

A female age 36-40, anonymous writes:

my friend and me have known each other for 7 and a half years, his the love of my life, i have always wanted to be with him and he knows this. about 4 years make he wanted me to move in with him and i just laugh thinking it was a joke and we left it at that. a few months ago we started talking about our feelings. i told him i wanted us to be together, he said i lost my chance and that i really hurt him. he say that i didn't move with him but a moved in with my boyfriend (now my ex) after a month. after this conversation we stop talking, he change his number and he would never be home. about 2 weeks ago i send him a email for his birthday and he called me. a few days later we saw each other, he told me that he was sorry for not calling me, he had lost his job and had to get new phone. that now we were going to have more connect. that was one of the happiest night of my life because for the first time i felt he loved me back, he look at me in a way he hasn't before, he told how much he missed me then we kissed, and the kissing turn into sex ( this wasn't the first time we had sex, we have beenn sleeping together on and off 5 years) . after that night we only talk once. i called him a couple of times but he didn't answer. what should i do, should i call him or wait for him? i'm just scared of losing him for good this time. what do i do?
