 I look at men and when they catch me doing this I oftern turn away, although sometimes I keep looking, we all look at people we like the look of and find attractive and this can lead to wanting to flirt or it could just be admiring someones looks.
If you oftern go to the resturant you could hope to see her and this time hold her gaze and smile back but if you dont go there again or see her then the question of if she fancies you or not is irrelevant and you will never know the answer to the question.
