I think he's just watching out for your best interest.
Their question was not camp appropriate, and neither is them touching you or throwing you in the pool.
I realize that throwing people in the pool is all done in fun, but in boring reality, someone could get hurt.
As for them touching you, that all depends on how they "touch" you.
As the camp councilor, Your safety and the appropriate behavior of everyone, is his responsibility.
The way I interpret his answer, I'd say what he was telling them is,it is not right for them to ask if he likes someone or not, and if he does, or if he doesn't is no ones business.
If he's "mean" to you, he doesn't sound like a very good camp councilor!
