 It depends on how you define 'sex'.
If the didn't have intercourse, she may have given oral or handjobs. Most people would still call that 'sex'. If she hasn't done any of these things...well what DID she do, then? I suppose theoretically if she was only present while the guys involved went at it with each other, I suppose that doesn't really become a threesome, does it?
