Can he refuse to see the kids on the specified dates if there is an order by the court?

i recently got a court order for scheduled visitation for my children and their dad. let me inform u that he has already been seeing them prior to this order. i decided to get the court involved bcuz he called when he wanted and my kids always had to wait on him. i wanted to know can he refuse to see them on the specified dates if their is an order by the court? and what can i do if he does refuses? thank u
