 What do you do? You walk away! He can't tell you it's back on, he has to ask. And if he bothers to, say 'no'. Do you really want to be someone who's in love with someone else? It sounds like you're his second option and surely you have more respect for yourself than to be second to anyone? Whether or not he wants to be with this other woman is irrelevant, it's not you he wants. Tell him to get lost.
