There's no such thing as an ugly penis. But there is such a thing as an unhealthy-looking one, so you may want to see if the spots are related to an infection or something (because I doubt masturbation would be a cause).

No, girls do not care about this. Most girls tend to not find the penis erotic about a man. The penis is a functional thing, not a thing to be admired. Women are far more occupied drooling over your biceps. If you have muscles a woman wouldn't care if your penis was rainbow coloured.
It's like asking if a man is turned off by the colour of a womans nipples... Are you? Generally, no. As long as they get to cup a feel they're happy.

I'm not overly convinced masturbation was the cause of this condition, more obvious cause would be acne, eczema or psoriasis.
It's well worth seeing your doctor (if you haven't) because there are treatments available that can reduce the pigmentation. It's worth noting that the dark spots usually fade in time anyway.
I honestly don't think that girls will find this a turn off, it's only a skin colour change after all.
