 Hi there, I do not know the answers to any of your questions. But my idea of how you could get help, would be to contact, if there is one, the U. S. Embassy in the Phillipines or the United Nations in New York City, in the United States. Lastly, if there is the equivalent of the U. S. State Department in the Phillipines, then I would contact them. One of these three should have information. Just thought of another one, The Immigration Department in the United States, in Washington, D. C. or the State Department in D. C.
