I went to a party and an old friend of mine whom i hadnt seen in a few years, who was really drunk at the time i arrived, unexpectedly came up to me, gave me a hug and a kiss on the lips (not french), it felt really awkward and i was extremely uncomfortable with it. And the fact thar another man touched my lips made me feel bad. I want to know, is that considered cheating or just a meaningless friendly kiss?

You didn't do anything and clearly didn't want him to kiss you so it wasn't cheating.

It's not cheating. I think the fact that he was drunk means his inhibitions were lowered and he did something that he would not normally do if he was sober.
You did nothing wrong, just forget it.
