Am I too tight or is he too soft?

I tried to have sex with my first bf a year ago, only he couldnt seem to enter me. But then i tried it with someone over the summer and it actually worked, so i figured problem solved. Except now the problem is back. And this time im in a relationship with a guy i really love, and actually WANT to have sex with (for the first time ever. But i cant seem to help it, every time we try to have sex, he can't seem to get it in :( I don't know if it's because I'm too tight, or he doesn't get hard enough, but since it's happened to me before, I'm guessing I'm the problem. What can I do? How can I make it work next time?
