I'm not sure how keen you are on them, but an easy immediate remedy to your problem would be pantyhose, at least for wearing skirts, depending on the degree of your scarring. For bikinis, that obviously wouldn't work. As long as the scar is healed, concealing it with makeup might also help. I don't know where the scarring is on your legs. Is it upper leg that could be covered with swim shorts? If so, sometimes you can find nicer tankinis with swimshorts instead of a bikini.
Again, I'm not sure as to the severity of your scarring, but the first thing I'd try is something like ScarZone. See if that helps to fade the scar at all. If that is something you know won't work, then surgery is your only option if you can afford it. But know that there are lots of women who had old scars on their legs, ankles, etc. and they do not let it stop them from wearing shorts and skirts. Any guy whose not completely shallow could be able to look past an old scar and still see beautiful legs! Hope this helps.
