Mods - couple of minor changes

I've done a couple of changes to make the question details edit screen more robust. Will now double-check that a filename has been entered + characters are valid... some questions were sneaking live that were causing errors when viewed if the management person didn't have javascript enabled / not use IE.

Also the cursed ampersand bug on saving a question - it should now automatically replace it with "and", a bit of a hack but a nice timesaver

If you see any "funnies" let me know. As always, any feedback or new ideas send me a PM or write here I feel I've been neglecting DearCupid a little recently and mean to put that right!

Excellent! Not sure what the bulk of the post meant... but the ampsersand replacment is a life saver!! lol
